How do I set up a second GC Controller?

I have my 360 Controller set up to Pad 1 and I tried to set my Keyboard to Pad 2, but it doesn't seem to work. I also Set Port 2 to Standard Controller and reset the game and Emulator, but that didn't work either.

I'm using version 3.5-1201.
